Govt Agency
Skills & Tech
A large NSW Government agency responsible for critical public infrastructure is seeking an experienced IBM ODM Developer to join its automation delivery team. You will work on high-impact decision automation programs that directly affect regulatory compliance, operational efficiency, and public safety outcomes across the transport domain.
This is a hands-on technical role for someone who thrives in complex, rule-heavy environments and can bridge the gap between business requirements and scalable decision logic.
Design, author, and refactor complex decision rules within IBM Operational Decision Manager (ODM) to support automated business decisioning at scale
Analyse historical decisioning data to identify automation bottlenecks and opportunities for coverage improvement
Collaborate with business stakeholders and subject matter experts to translate regulatory and operational requirements into precise, auditable rule logic
Develop and maintain decision models using DMN (Decision Model and Notation) standards
Integrate ODM rule services with IBM Business Automation Workflow (BAW) and external data feeds (e.g. government conviction registries, licensing systems)
Design and execute unit and regression testing of decision rule sets to ensure accuracy and compliance
Participate in Agile ceremonies including sprint planning, stand-ups, and stakeholder playback sessions
Contribute to rule governance practices, version control, and documentation of decision logic
Support deployment of ODM solutions across DEV, SIT, UAT, and production environments
Work alongside architects to evolve the ODM platform on AWS-hosted infrastructure
IBM ODM
Hands-on experience developing and refactoring decision rules in IBM ODM 8.x
Proficiency in Rule Designer, Decision Center, and Rule Execution Server
Experience authoring rules in DMN format and/or Business Action Language (BAL)
Demonstrated ability to manage large-scale rule sets (hundreds to thousands of rules)
Integration & Workflow
Experience integrating IBM ODM with IBM BAW/BPM or equivalent workflow platforms
Familiarity with RESTful API integration and consuming external data feeds within rule services
Domain & Delivery
Prior exposure to infrastructure, transport, or government sector projects is highly regarded
Solid understanding of regulatory compliance requirements in decisioning contexts
Comfortable working in Agile/Scrum delivery teams
Strong stakeholder communication skills — able to explain rule logic clearly to non-technical audiences
IBM Certified ODM Application Developer
Experience with AWS-hosted IBM ODM topologies
Familiarity with CI/CD pipelines for ODM deployment (Jenkins, Rundeck, ANT/Maven)
Exposure to RPA or broader intelligent automation platforms (e.g. Automation Anywhere, IQBot)
Background in IBM BPM/BAW development
Hybrid work model, split between a modern Sydney office and remote days.
Access to the agency’s AWS environment for cloud experience.
Professional development opportunities and training (e.g., IBM ODM, AWS).
Competitive daily rate for a fixed‑term contract with the possibility of extension.
Supportive team culture focused on technical excellence and clear communication.
In the first 90 days, you will have a strong grasp of the existing rule architecture, contributed to active rule development sprints, and built trusted relationships with business and technical stakeholders. Over the contract term, you will measurably improve automation coverage, rule quality, and decisioning accuracy within the program.
